Is It Legal to Change the Colour of a Building’s Facade Without Permission?

Before painting the facade of a building—especially in communities with multiple owners—it’s essential to understand what the Horizontal Property Law (LPH) says.

Depending on the type of work, you may need permits, prior agreements, and there may be certain restrictions, particularly if only one owner wants to carry out the painting. At Barcelona Flat Hunter, we explain what the law states.

The LPH establishes that property owners are responsible for keeping building facades in good condition, which includes painting, as this helps preserve both the appearance and the structure of the property. Painting is not just decorative; it also protects facades from weather damage and prevents moisture from harming the structure. If cracks or other damage are detected, Article 10.1 of the law states that repairs are mandatory and must be paid for by all residents, as these works are necessary to ensure the building’s safety and habitability.

However, if the painting is done purely for aesthetic reasons, it is not mandatory and must have the community’s consent. According to Article 17.1 of the LPH, such improvements must be approved by the owners through an agreement. Regarding the required majority for approval, if it’s a maintenance project, a vote is not necessary since all owners must cover the cost. For aesthetic improvements, approval from at least three-fifths of the owners is required.

As for painting only part of the facade, this type of intervention requires the community’s permission, since facades are considered common elements. Additionally, when choosing the right paint, factors such as climate, sun exposure, and the condition of the facade should be taken into account.

The cost of painting a facade varies depending on several factors, such as the size of the building and the type of paint used but generally ranges from 10 to 35 euros per square meter.
